PUBLIC ACT 25-173
Energy Affordability & Electric Bill Relief
As Ranking Member of the Energy & Technology Committee, I am fighting to lower utility costs for our families. We championed structural reforms to ensure reliable, affordable electricity while protecting ratepayers from hidden overhead charges on electric bills.
Removing non-energy charges from the “Public Benefits” section of bills.
Stabilizing rates for vulnerable residents and seniors by bonding COVID-period totals.
Eliminating Electric Vehicle (EV) charging subsidies from everyday electric bills.
Ensuring transparency and fiscal accountability in utility rate-setting and recovery bonding.
Public Act 26-143
Protecting Community Pharmacies
Modifies the focus of Medicaid audits to be more about education while still enforcing fraud protections.
Reduces audit burdens on Connecticut Medicaid pharmacies by restricting penalties for minor errors.
Excludes from audits unintentional clerical errors from being classified as willful violations absent proof of fraudulent intent.
Grants providers reasonable time periods to explain discrepancies and accept adequate forms of documentation during an audit.

E-Bike & Scooter Safety Standards
The rise of e-bikes and scooters is exciting—seeing our kids active outdoors is a win—but safety must come first. After multiple close calls in our community and neighboring towns, this law provides needed safety standards to protect everyone on the road.
Clarifying classifications of e-bikes and scooters for better regulation.
Establishing age requirements for higher-powered devices to protect young riders.
Creating clearer guardrails to protect minors and pedestrians in our community.
We will continue to monitor and ensure the right balance between freedom and protection.
Public Act 25-167
Bipartisan Prescription Drug Task Force
As Co-Chair of the Bipartisan Prescription Drug Task Force, I led months of bipartisan work that resulted in legislation signed into law to improve transparency and accountability in our prescription drug system.
Requires Prescription Benefit Managers (PBMs) to owe a duty of good faith and fair dealing to health carriers and health benefit plan sponsors
Directs the Department of Economic and Community Development to expand its strategic supply chain initiative to include prescription drug shortage prevention
Establishes a framework for state importation of FDA-approved medications from Canadian wholesalers
This is an important first step toward greater transparency and long-term efforts to lower prescription drug costs for Connecticut families.

Historic Investment in Special Education
Public Act 25-067
This legislation makes historic investments to support students with special education needs and strengthens transparency and cost controls. This Bill:

Enhances cost oversight and transparency; Provides new tools to assist districts and families

This is a meaningful step forward — but more work remains. I will continue fighting for increased support and innovative solutions to better serve students, families, and local schools.

For three years, I have consistently supported protections for women’s safe spaces and women’s sports. This is not political — it is common sense.
Even with federal protections in place, Connecticut has refused to clearly codify and enforce policies that ensure fairness and safety for women and girls. I will continue to stand with women in protecting:
- Fair competition in athletics
- Privacy in locker rooms and intimate spaces
- Equal opportunity based on biological reality
Fairness is not discrimination. Protection is not hate.

I will continue to push back on policies that put our community at risk, including:
- Legalizing dangerous substances such as psychedelic mushrooms
- Weakening law enforcement’s ability to do their jobs
- Policies that reduce accountability in our criminal justice system

Key Bills Passed:
Opioid antagonist access: Proposed HB 6090 which was included in Public Act 23-52, allowing Narcan (naloxone nasal spray) to be dispensed through vending machines, increasing access for vulnerable populations.
Emergency contraception: Introduced HB 5197, rolled into Public Act 23-52, expands access to over-the-counter medications, including emergency contraception via vending machines. It also empowers pharmacists to prescribe oral contraception, breaking down barriers to reproductive healthcare in Connecticut.
Cannabis regulation: Proposed HB 5345, included in Public Act 23-79, tightens cannabis regulations by banning synthetic THC, limiting high-potency products, and enforcing clear labeling to protect children. This law addresses safety concerns, particularly with minors accessing THC products.
Opening the doors for more teachers in our high schools: Introduced legislation, included in PA 23-167, allowing part-time college professors to earn certification to teach in high schools, improving education quality and expanding teacher availability.
Critical education dollars: Secured bond funding for Darien’s Hindley, Holmes and Royle Elementary School Additions and Alterations Projects HB 5524.
